The City of Visalia’s Engineering Development Division has multiple responsibility areas including new development project review and establishing engineering conditions of approval; improvement plan check review and construction management of new development projects; public works inspection for the construction of City infrastructure projects and new development projects; encroachment permit management; representation of the city engineer in the area of subdividing land through the parcel and final map process, engineering advisor to the Planning Commission, lot line adjustment technical review; formation of landscape and lighting districts in conjunction with new development projects; and processing abandonment requests.
The division assists in the administration of floodplain management through the Chief Building Official. The division manages the following documents and programs: Engineering Design & Improvement Standards, Standard Specifications, Encroachment Permit Policy Manual, Subdivision Ordinance, Sanitary Sewer Master Plan, Storm Water Master Plan, General Plan Circulation Element and associated Transportation Impact Fee program.
There is a reimbursement program available where certain Transportation Impact Fees may be reimbursed for improvements to Arterial and Collector Streets. For more information contact (559) 713-4444.
