Operations Division

The Operations Division is led by Captain Luma Fahoum and consists of the Patrol Bureau and Support Services Bureau.

Captain Luma Fahoum graduated from the Tulare-Kings Counties Police Academy and immediately began her law enforcement career with the Visalia Police Department in 1999. In 2013, Luma was promoted to the position of Sergeant and in 2016 to the position of Lieutenant. Most recently, in 2021, she was promoted to Captain.

During her employment with the Visalia Police Department, Luma held assignments as a Community Service Officer, has served in the Patrol Division, Field Training Unit, and the Violent Crimes Unit. In 2013, Luma was recognized as the Department's Police Officer of the Year and in 2007, she received the Watch Commander Award. She has been assigned as a Night Watch Commander, District 1 Substation Lieutenant and Professional Standards Bureau Lieutenant.

Captain Fahoum holds a Bachelor of Arts Degree, as well as a Master's Degree in Organizational Management and has attended the Supervisory Leadership Institute and Command College.
