PD Announces Transition to Encrypted Radio Communications

The Visalia Police Department has announced an important upgrade to its radio communications system. In compliance with a directive from the California Department of Justice (DOJ), the department will transition from clear to encrypted radio operations to enhance privacy and security.

This change follows a 2020 DOJ policy mandate requiring the encryption of sensitive, personally identifiable information (PII) transmitted over police radios. Encryption protects individuals' privacy and ensures operational security for first responders. Visalia PD joins nearly 200 agencies across California in making this transition.

"Our priority is to protect the safety and privacy of our community members while maintaining our commitment to transparency," said Liz Jones, Public Information Officer for the Visalia Police Department. "This upgrade ensures that sensitive information remains secure, while the public will still have access to real-time call information through our GIS website."

Benefits of Encryption:

Public Safety: Sensitive law enforcement information will be better protected, preventing criminals from accessing details about police strategies and improving overall safety for officers and the public.

Enhanced Security: Encryption ensures that criminals and other unauthorized listeners cannot intercept sensitive communications, especially during critical incidents.

Project Cost

The transition to encrypted radio communications was part of a broader upgrade to all public service radio communications in the City of Visalia. This upgrade included portable and in-car radios for the Fire Department, Police Department, Code Enforcement, and Animal Control. The total project cost was $1,844,614, fully funded by the American Rescue Plan Act (ARPA) with no impact on the General Fund.

Transparency and Public Access

While police radio transmissions will be encrypted, the department remains committed to keeping the public informed. Real-time call logs will continue to be available on the city’s GIS website at www.visalia.gov/CallsForService. Major incidents, emergencies, and other updates will be shared through press releases, social media, and the department's Public Information Officer.
