The Natural Resource Conservation Division (559-713-4532) provides guidance, education, and management of the City’s natural resources for the benefit of Visalia’s citizens and businesses to meet State recycling mandates. Additionally, the Division operates the Visalia Household Hazardous Waste Collection Center in partnership with Tulare County Health & Human Services Agency.

CHRISTMAS TREE RECYCLING
In the early morning of December 26th, the City will set up seven (7) Christmas tree recycling locations, providing a free and convenient way to properly dispose of Christmas trees until Friday January 10th, 2025. A special "THANK YOU" to all of our local drop off sites for their participation.
FREE COMPOST
Visalia residents are invited to take compost with them for free. The processed compost material is generated from local businesses and residences, and is being made available to Visalia residences that participate in Dump On Us events. If you would like to take compost home with you for your yard/garden projects please plan to bring bags, shovels, etc. to collect your compost while supplies last. (Note: limit of one load per event during Dump On US events).
Mattress Recycling
Tulare County residents are encouraged to recycle their old mattresses and box springs at no-cost at the City of Visalia Corporation Yard located at 335 N. Cain St., during regular Household Hazardous Waste hours of operation (8am to 1p every Saturday). Click Mattress Recycling for more information.
SB-1383
SB-1383 requires certain food generators to prevent food from being landfilled or composted by increasing donations to food programs. The law is designed to reduce the production of methane, which contributes to climate change, and will help the state achieve set climate targets. For more information please click SB-1383.
HELP YOUR TREES SURVIVE DURING DROUGHT
Trees and water are both precious resources. Trees make our houses feel like home–they also improve property values, clean our water & air, and even make our streets safer & quieter. When we water wisely and maintain our trees carefully, we enjoy a wide range of benefits at a low cost and with little effort. Trees are an important part of any community, not only from the joy it brings, but the quality of life that it provides. Trees positively alter our environment, reduce carbon emissions, improve air quality, protect the land, provide us food, create oxygen, and sustain life. As our climate changes we need to protect our trees, adapt to our changing environment, and make choices that benefit us while preserving our water resources.
