Active Transportation Plan (ATP)

The City of Visalia has a strong history of promoting active transportation to its residents. Since the early 1990’s, the City has persistently worked to improve and increase the City’s bikeway and trail network. Over the past five years alone, the City has been able to obtain funding to construct over 17.3 miles of Class I trails and 17.44 miles of Class II & III bike lanes/routes.

The 2010 Waterways and Trails Master Plan and the City’s 2011 Bikeway Plan have been instrumental in the planning and financing of those improvements. In the past, those documents provided the guidance and direction for the network. However, in order to remain beneficial to the community and to be consistent with current funding opportunities, the City decided to prepare its first ever Active Transportation Plan (ATP) in 2017. The ATP was adopted by the Visalia City Council on March 6, 2017 and is now ready for use! Click on the following links to view the final documents:

Background:

An ATP moves beyond just bicycle amenities, and strives to plan for and promote all forms of Active Transportation. Active Transportation includes any non-motorized form of transportation. Some examples of that include walking, bicycling, wheelchairs, skateboarding, rollerblading and more.

The City of Visalia hired QK Inc. in 2016 to help prepare the Active Transportation Plan. Then, throughout plan development process, the team went through an extensive process to ensure that the final document clearly represents the needs of the community. That process included research into existing programs and capital improvements, data collection, analysis, and public outreach. The public outreach included advertisement through several media sources (including the local newspaper, social media and flyers), holding two public workshops to obtain input, and the implementation of a web-based GIS survey to collect digital feedback regarding needed improvements.
