June 04 Newsletter

June watering schedule calls for three days a week:  The Stage 4 watering schedule for all City properties changes beginning on Monday, June 01. From June 01 - 30, residents and businesses may water their lawns on their designated days three times a week. Watering is allowed on Tuesday, Thursday and Saturday for odd addresses and Wednesday, Friday and Sunday for even addresses. The watering times remain the same throughout the year:  water before 10 am or after 8 pm on your designated water day. There is an exception to the schedule for hand-watering shrubs, trees, or vegetables. These can be watered any time with a watering can or with a hose with a positive shut-off nozzle. The hose cannot be left unattended and watering of lawns outside of the watering schedule is prohibited. Washing down sidewalks, driveways, buildings, etc., is also not allowed. Temporary water slides are prohibited effective May 20. For more tips on how to conserve water, go to www.gogreenvisalia.com.

East Side Regional Park Project Workshop Compares Alternatives: To be held from 6:30 to 8 p.m. on Thursday, June 18 in San Joaquin C&D at the Visalia Convention Center, 303 E. Acequia Ave. The East Side Regional Park and Groundwater Replenishment Project integrates groundwater recharge basins with regional park facilities at the 248-acre complex, located north of Highway 198 between the large, dual-tower pole electrical lines and Road 152. The public is encouraged to attend each of the Community Workshops to fully participate in the park design process. Workshops #1 and #2 were designed to engage the participants to determine the community’s recreational needs and amenities for the park and which uses/activities have the highest priority.  Workshop #3 allowed the participants to further define the scope of the project and to “brainstorm” design concepts or alternatives for the park. Workshop #4 will present two alternatives which will be reviewed and evaluated by the participants to determine which alternative, solution or options for the park should be developed into the final park master plan. Groundwater recharges an integral part of the City’s strategy to help sustain Visalia’s water resources and for implementation of the recycled water exchange agreement with the Tulare Irrigation District. The site location is optimal for both groundwater recharge and storm water layoff facilities. It’s anticipated that funding for the groundwater recharge facilities, estimated at about $10 million, will be obtained first and they will be constructed ahead of the regional park. The City plans to pursue grant funds for construction. The development of the regional park is anticipated to be conducted in phases, timed and controlled by when funding is secured, similar to how Riverway Sports Park was built. Funding may come from many sources, including park impact fees, grants, special General Fund monies earmarked by the Council, debt financing, or other funding sources. The Parks and Recreation Commission, Environmental Committee, and Waterways and Trails Committee will be involved in the project master planning. The City Council appointed a 13-member Park Master Planning Task Force to guide the process. The planning effort includes community workshops and citizen outreach to solicit the community’s vision for the future park site. For more information on the project.
