No Watering in February: The City’s Fall/Winter Stage 4 water regulations for all City residents changed January 1, 2015. There is no watering during February. There is an exception to the schedule for hand-watering shrubs, trees, or vegetables. These can be watered any time with a watering can or with a hose with a positive shut-off nozzle. The hose cannot be left unattended and watering of lawns outside of the watering schedule is prohibited. Washing down sidewalks, driveways, etc., is also not allowed. A revision to the ordinance allows for washing of vehicles in February. Even addresses can wash vehicles on Sunday; odd addresses on Saturday. Please report water violations to 713-4531. For more tips on how to conserve water, go to www.gogreenvisalia.com.

Community Workshops draw large numbers for East Side Regional Park & Groundwater Replenishment Project: Over 100 citizens attended the first two community workshops held Feb. 11 and 12 in north and south Visalia. The third and fourth community workshops will be held from 6:30 to 8 p.m. on Thursday, March 26, and and Thursday, June 18. Both workshops will be held in San Joaquin Rooms C&D at the Visalia Convention Center, 303 E. Acequia Ave. The East Side Regional Park and Groundwater Replenishment Project integrates groundwater replenishment basins with regional park facilities at the 248-acre complex, located north of Highway 198 between the large, dual-tower pole electrical lines and Road 152. The public is encouraged to attend each of the workshops to fully participate in the park design process. The groundwater recharge basins are an integral part of the City’s strategy to help sustain Visalia’s water resources and for implementation of the recycled water exchange agreement with the Tulare Irrigation District. The site location is optimal for both groundwater recharge and stormwater layoff facilities. It’s anticipated that funding for the groundwater recharge facilities, estimated at about $10 million, will be obtained first and they will be constructed ahead of the regional park. The City plans to pursue grant funds for construction.
